A false prophet isn't someone who gets a word wrong, it is someone who has an evil heart. Matthew 7 reveals a common thread for false prophets which is lawlessness in that they hear the word of God, but do not do it.
1 John 4 reveals a test for a false prophet. They don't acknowledge the redemptive power of God; they don't listen; nor do they love. False prophets use fear and fear of punishment as a main motivation in their ministry to get people to do what they predict.
The primary goal of the 5 fold is to equip the saints. John the Baptist baptized for repentance while Jesus baptized for ressurrection. When you were baptized, you entered with a cross but exited with a crown. The old covenant revealed we need a savior. The prophet's job was to let you know that sin deserved judgment, and justice came through judgment. However, the job description for a prophet changed from the old covenant to the new covenant. In old covenant we judge people while in the new covenant we judge prophesy. In the new covenant, it is a ministry of reconciliation.
The five fold ministry was given to the church to equip the church. To each person grace is given which is the operational power of God. Grace gives you the ability to do what you couldn't do what you couldn't do a moment ago. The gift of a five fold is not to do something, but to be something. The gift gives you the ability, and the calling gives you your identity.

Luke 1 - An angel appears to Zacharias and spoke of the birth of John the Baptist. He was told to not be afraid for your prayer has been heard, but the word really meant don't be afraid because the prayer you no longer pray has been heard. Zacharias was then made mute. God did not want Zacharias's words to affect the the promise that was inside of Elizabeth. God also hid Elizabeth away for 5 months until evidence was undeniable and all could then rejoice in the pregnancy and not cast doubt.

It is possible to get bored with miracles, to want to see God's intervention without seeing God. Preserving the testimony, is needed to have awareness of the supernatural. Giving a testimony is a prophetic declaration to allow the action to be repeated. Most people outside of an intimate relationship with God, don't know that He is good. The testimony reveals His ways and who He is.
